2011 NORTHEAST ASIA REGIONAL PROGRAM FELLOWS

Each fall Eisenhower Fellowships holds a Single Region or Common Interest Program. This fall brought 18 outstanding professionals in diverse fields from China, China (Taiwan), Japan, Korea, and Mongolia to the United States for a Northeast Asia Regional Program held from September 24 – November 11, 2011. Given the growing importance of these countries to each other, and continuing importance to the United States, this program came at an ideal time. It enhanced existing relationships and fostered new ones among leaders in the region who will influence the future of Northeast Asia and its ongoing cooperation with the United States. Cai Chenyu Cai Chenyu
Shanghai, CHINA
CEO & President ∙ Globelink China Logistics Limited

Over the past 13 years, Cai Chenyu has transformed Globelink China Logistics Limited from a small logistics firm into a global group of supply chain management companies with 30 offices in China alone. While on his fellowship, he examined best practices in business-to-business logistics and supply chain management; explore strategies to improve competitiveness and access to supply chains for small- and medium-sized enterprises in the U.S. and in China; and learned more about U.S. stock exchanges and the criteria for listing.

Cai Chenyu returns home with a long list of projects he hopes to implement and ideas to explore. His top priorities include examining corporate restructuring possibilities for his business in order to meet public listing requirements and studying the feasibility of a "green port operation" for Chinese ports. Inspired by his visit to the Boeing Leadership Academy, he also plans to develop a successor and mentor coaching system at his corporation based on the Boeing Leadership Academy model.

Men Honghua Dr. Men Honghua

A respected scholar on China's international studies, Dr. Men Honghua is a professor at the Party School of the CPC Central Committee, the institution which trains the highest level officials of the Communist Party of China, and Director of the World Thoughts Program at the Institute for International Strategic Studies. In light of his limited prior exposure to the U.S., he deepened his understanding of US-China relations, examined American views on soft power theory, and exchanged ideas with his counterparts in the United States.

Dr. Men Honghua was invited to return to the U.S. in early 2012 to speak at conferences sponsored by the Aspen Institute and by the Center for American Progress. He also has an invitation to join a prominent think tank as a visiting fellow to further his research on U.S.-China relations next year. In addition, he is writing two in-depth articles on U.S.-China relations for publication and is editing a book entitled The Crucial Moment: China, the United States and the World which will include 20 articles/papers by experts he met on fellowship.

Liu Liqun Dr. Liu Liqun

A leader in media and gender studies in China, Dr. Liu Liqun advances opportunities for international exchange and cooperation at her university while directing UNESCO's efforts to promote an internationally collaborative and integrated system of research, training, information and documentation in the fields of media and gender. She examined American laws, regulations, and policies promoting equal opportunity; visited with respected women leaders and organizations that advocate on behalf of women; and shared educational and training ideas with leading media and gender researchers.

Dr. Liu Liqun will continue conversations regarding women's leadership by bringing Dr. Debora L. Spar, President of Barnard College at Columbia University, to speak at a meeting of female Chinese university presidents during her upcoming trip to China in June 2012. She will formalize a partnership between her institution and Emerson College. Additionally, she plans to contribute articles to the journal Feminist Media Studies and a chapter to a Purdue University faculty member's book entitled Media Effect Research .

Li Yang Li Yang

Recently promoted to Deputy Director General, Mr. Li focuses on transportation development strategy and policy- making, as well as transportation economics and governance.  While on fellowship, Mr. Li examined American strategies to control traffic congestion to aid his work with anti-congestion measures in Beijing, and studied best practices in transportation development strategy, policy and governance.

Li Yang will build on his meetings with the U.S. Department of Transportation's Federal Transit Administration in preparation for meetings in 2012 in St. Louis as part of the Sino-U.S. Transportation Forum. Memos of cooperation will be explored between research institutions in China's Ministry of Transport of China and several institutions, including the World Resources Institute. Additionally, the American Public Transit Association, American Association of State Highway Transportation Officers, and a commercial delegation from North Carolina have been invited to attend the May 2012 Transportation Exhibition being held in Beijing.

Hu Yuankun Dr. Hu Yuankun

Deputy Director General, Department of Crop Production ∙ Ministry of Agriculture

As Deputy Director General, Dr. Hu Yuankun focuses on the impact of natural disasters on crop production and food security; the collection and analysis of agricultural production data via an online network of 20,000 officials throughout China; improving crop yields by monitoring and improving soil quality; extending access to agricultural and water-saving technologies; and registering and administering fertilizers. On his fellowship, among other topics he explored American approaches to agriculture disaster prevention and relief.

Dr. Hu Yuankun returns home with plans to arrange meetings between his ministry and several institutions he visited, including the University of Maryland, UC Davis, Iowa State University, and major agricultural companies in Iowa, such as Monsanto, Syngenta, Bayer, BASF and Pioneer. In addition, he will explore utilizing his fellowship experience to improve management of crop production in China, focusing on drought reporting, information sharing, and technique extension. He also looks forward to sharing his fellowship experience with colleagues, potential fellows, and USA Fellows visiting China.

Zhan Yuyin Zhan Yuyin

Director General of Investment Department ∙ National Council for Social Securities Fund

As head of the investment department for the $123 billion National Council for Social Securities Fund, Zhan Yuyin has responsibility for the Fund's domestic securities investments, which constitute approximately half of total assets. While on his fellowship, he exchanged ideas with his American counterparts in order to better understand the various factors considered by those responsible for large institutional funds, particularly pension funds, endowment funds, and the U.S. Social Security program. He also studied Wall Street Financial reform and the Dodd-Frank legislation.

With a focus on sharing ideas, Mr. Zhan expects to share his fellowship experience in his circles and continue the dialogues he began during his meetings at university endowments and other organizations, as well as with professors at Harvard, University of Illinois, Northwestern, and Duke. In addition, he looks forward to putting into practice idea and insights he gained on fellowship, including expand investment universal in the Chinese National Council for Social Securities Fund.

Victor Kuan Victor (Kuo Lin) Kuan

Victor Kuo Lin Kuan leads all Citibank Taiwan businesses, including consumer, commercial, corporate and investment banking, with total assets of $35.5 billion and 5,000 employees serving 2.5 million customers. While on fellowship, Mr. Kuan studied U.S. financial reforms, particularly with regard to financial service oversight principles, marketplace rules, and customer protection schemes. In addition, he explored programs and mechanisms to improve consumer financial literacy.

Victor Kuo Lin Kuan returns home with plans to share his fellowship experiences with Taiwanese regulators, and will play an advisory role to regulators and industry associations with respect to financial reform issues. He will share U.S. financial education programs with NGOs and foundations to help them develop more effective programs to improve Taiwanese financial literacy. In addition, he will continue the dialogue with key players in virtual banking and mobile payment in order to create solutions and services that provide consumers with a more convenient and innovative life.

Albert Ting Albert Kwang-chin Ting

As one of the largest long-term foreign investors in Vietnam with over 20 years in-country experience, Albert Kwang-chin Ting is building a financial services platform in Ho Chi Minh City. A former banker with Morgan Stanley New York & London, Mr. Ting's main responsibilities currently include Chairman of CX Technology Corporation, a listed manufacturing company in Taiwan; Chairman of Phu Hung Securities Corporation of Vietnam; and Director of Phu Hung Assurance Corporation, a Ho Chi Minh City based non-life insurance company. On his fellowship he learned about U.S. securities and insurance industries; foundation administration; and U.S.-Vietnam relations.

While on fellowship, Mr. Albert Kwang-Chin Ting arranged further discussions with several non-profit foundations for a team of MIT Sloan School of Management MBA students that he is sponsoring to work with Lawrence S. Ting Memorial Fund in Vietnam. These discussions include Rockefeller Brothers Fund, McArthur Foundation of Chicago, Carnegie Corporation of New York and others. Mr. Ting will also pursue further dialogues with Microsoft and IBM on education resources for Vietnam. Mr. Ting will host the first reunion of the 2011 Northeast Asia Regional Fellows in Ho Chi Minh City, Vietnam in November 2012.

Ming-Ji Wu Dr. Ming-Ji Wu

Director General, Department of Industrial Technology ∙ Ministry of Economic Affairs

Dr. Ming-Ji Wu is responsible for industrial science, technology, and innovation policy planning at Taiwan's Department of Industrial Technology, Ministry of Economic Affairs, a government agency made up of 20 research institutes that includes the Industrial Technology Research Institute, the Institute for Information Industry, the Development Center for Biotechnology, and the Taiwan Textile Research Institute. On fellowship, he visited major research and development institutions and companies to discuss current trends and study leadership development.

Dr. Ming-Ji Wu will invite numerous individuals he met on fellowship to come to Taipei to speak about topics such as non-profit venture capital, technology incubators, technological commercialization, energy innovations, cloud computing, and medical device development. He will also explore joint initiatives between Taiwanese research institutions and U.S. universities, establish a cooperative relationship with the Brookings Institution, and assign Taiwanese R&D institutions to help U.S. companies he visited in establishing operations in China (Taiwan).

Yoshifumi Fukunaga Yoshifumi Fukunaga

Special Representative and Senior Policy Coordinator ∙ Economic Research Institute for ASEAN and East Asia

Responsible for researching and advancing policies regarding economic growth in Southeast Asia and specifically for countries represented by the Association of Southeast Asian Nations (ASEAN), Yoshifumi Fukunaga focuses on creating policies that strengthen and accelerate economic integration between East Asia and the Americas. On his fellowship, Mr. Fukunaga exploreed U.S. perspectives on East Asian economic integration, particularly with respect to benefits that multinational corporations expect to gain from East Asian regional economic integration.

Mr. Fukunaga will remain in contact with a number of people with whom he met for further discussion and possible collaboration on issues relating to ASEAN, including the Center for Strategic and International Studies, New York University, Stanford University, and the US-ASEAN Business Council. As a direct result of the leadership lessons learned on his program, he will take an active role supporting key players in the development of his organization's institutional strategy, especially in the areas of communication, media and external relations. In addition, he plans to write several articles on his fellowship findings.

Naomi Ishii Naomi Ishii

General Manager ∙ Strategic Planning Department, Toyota Motor Corporation

Having risen quickly to a strategic management position at Toyota Motor Corporation, Naomi Ishii is responsible for a company-wide reform effort, including product line-up planning, resource management, and profit management. On his fellowship he visited U.S. and foreign automakers and other multinational firms, researchers, nonprofits and other experts to talk about leadership and management practices for a multinational company, emerging environmental technology, and the balance between environment and increasing global demand for motor vehicles.

Upon his return to Japan, Mr. Ishii plans to redefine objectives in Toyota's ongoing company-wide reform project based on lessons learned on his fellowship. He will share insights and ideas with related academies and consulting companies in his network. Mr. Ishii plans to follow up with a number of individuals and organizations he visited on fellowship for possible future collaboration, including the U.S. Department of Energy and USA Alumni Fellow Robert Burns.

Shunsuke Niwa Shunsuke Niwa

General Manager ∙ Shinkansen Operations Division, Central Japan Railway Company (JR-Central)

Shunsuke Niwa is General Manager of Central Japan Railway Company's Shinkansen Operations Division, which runs the pioneer high-speed passenger rail system Tokaido Shinkansen (bullet train). Originally built and operated by the government-owned Japanese National Railways, Shinkansen has been part of the private Japan Railways Group since 1987. Mr. Niwa supervises all operations of Tokaido Shinkansen, the principal transportation artery linking Tokyo, Nagoya, and Osaka. While on fellowship, he studied executive leadership development, youth leadership programs, emergency preparedness, and organizational cultural management.

Shunsuke Niwa will establish key competencies for executives in Central Japan Railway Company (JR-Central), including identifying targets for talent development and setting performance evaluation standards. He will also design a system to develop the talents of high-potential managers within his firm, drawing upon connections with U.S. executive education program directors he met on fellowship. Mr. Niwa plans to continue discussions with Lutron, University of Chicago's Booth School of Business, and Harvard Business School.

Takayuki Terasaki Col. Takayuki Terasaki

Officer ∙ Japan Air Self-Defense Force

Responsible for Japan Air Self-Defense Force's (JASDF) mid-term defense planning, Colonel Terasaki also leads the 5-year review of the JASDF's policies regarding the build-up of its defense capabilities. On his fellowship, he sought to broaden his knowledge of international security issues, specifically with respect to the future security environment of Northeast Asia; the roles and missions of military forces in responding to a rapidly changing security environment; and the comparative policy-making processes of Japan and the U.S.

Col. Terasaki's immediate plans after returning to Japan include sharing his fellowship experience with junior and mid-level officers and contributing an article on his fellowship to his service's internal journal. In the longer term he hopes to be involved in Japan's defense policy planning. Col. Terasaki will also maintain contact and arrange meetings in Japan and during his future travels with the network of people he met on his fellowship as well as the other Northeast Asia Regional Program Fellows.

Kyong-Sok Chong

Author of the first entertainment law book in Korea and founder of the Korea Entertainment Law Society, Kyong-Sok Chong manages a law firm and counsels clients that include computer and video game developers, entertainment management companies, and movie and television production companies. On his fellowship, he examined American mechanisms to rate and regulate entertainment products, such as video and computer games. In addition, he looked at programs aimed at preventing and curing addictions to video and computer games.

When he returns to Korea, Mr. Chong plans to participate in the lawsuit challenging the constitutionality of the Midnight Shutdown Act, which prohibits individuals 16 and under from playing online games between the hours of midnight and 6:00am. He plans to establish a Korea Computer Game Law Association and participate in the U.S. Video Game Bar Association. Mr. Chong will also cooperate with the Entertainment Software Association and the Entertainment Software Rating Board to improve the Korean game industry regulatory system.

Jungdam Hyun J. Jenny Hyun

Marketing Director ∙ Tong Yang Magic

J. Jenny Hyun oversees all product development, design, and marketing activities for Tong Yang Magic, a subsidiary of the Tong Yang Group that manufactures and exports home appliances. On fellowship, Ms. Hyun explored advances in water saving and recycling technologies; public and private initiatives to reduce pollution; and effective techniques to market green products to consumers.

As a result of her fellowship, Ms. Hyun will apply several findings to the marketing and design team at Tong Yang. She plans to "extend brainstorming and need-finding portion of design process" in order for management and designers to have their voices heard from the onset of projects. Prototypes of new design ideas will be created in very rough form in order for designers to see mock-ups of initial designs early in the brainstorming process, and to understand and accept that not all ideas will make it beyond this phase.

JiYeon Yu Julia Jiyeon Yu

Lawyer ∙ Han-Seo Law Corporation

With experience as Deputy General Secretary of the Korean Bar Association, Ji-Yeon Yu worked on the 2009 opening of the Korean legal market and reviewed various Korea Free Trade Agreements before focusing her law practice on dispute resolution in commercial litigation. She used her fellowship to explore methods and uses of alternative dispute resolution.

Julia Jiyeon Yu had a fellowship with the American Arbitration Association's International Centre for Dispute Resolution in New York after her EF fellowship, during which she completed extensive surveys on Alternative Dispute Resolution of Korea for "Investing Across Borders", a project of the World Bank. She will pursue collaborative ventures with the American Society of International Law, the Center for American and International Law/Institute of Transnational Arbitration, and various legal schools and law firms. Ms. Yu also plans to explore establishing a donor program to support Korean dance and dance theaters.

Oyungerel Tsedevdamba Oyungerel Tsedevdamba

President ∙ Democratic Women's Union of Mongolia

A passionate and influential advocate for democracy and gender equality in Mongolia, Oyungerel Tsedevdamba has served as an advisor on human rights and public participation to the Mongolian President, Prime Minister, and members of parliament. Currently president of the 65,000-member Democratic Women's Union of Mongolia, which promotes women's political engagement, she is also a popular speaker and widely-published author. Her fellowship goals were to learn about legislation development to address regional issues; to study regional law enforcement and judicial systems; and to meet women leaders and politicians.

Ms. Tsedevdamba plans to forge several partnerships with the law enforcement, women's rights, and environmental organizations with whom she met as part of her program. She plans to write a book based on her fellowship findings and recently agreed to write a weekly column for a women's website in Mongolia. Ms. Tsedevdamba will also conduct a series of educational lectures on the topic of women's leadership, as well as pursue new initiatives in the areas of law enforcement, water protection, election financing, and national park creation and protection.
